In EU4 you build your nation looking at the larger picture, and have more choices in shaping your nation through Idea sets you choose as you progress, even though there are mission trees here as well but they are bonuses you get for achieving certain goals.
However if you enjoy HOI4, chances are you'll like this one too.
I play both personally, they are very different I'd say.
